Fernando Francisco is the Founder and Consultant at SEEBO, with more than 20 years of professional experience in auditing, financial management, internal control, fraud prevention, financial information systems and the public sector.

His career combines internal audit experience in industrial companies, senior Administrative and Financial Director roles within Portugal's Local Public Business Sector, specialised consulting, and participation in forensic audit engagements.

Within Central Government entities, he has been involved in the design and implementation of anti-corruption and integrity frameworks, including risk assessment, Corruption and Related Offences Risk Prevention Plans, and related control and monitoring mechanisms.

He also has extensive experience supporting the implementation and improvement of financial and management accounting systems, particularly within the SNC-AP — Portuguese Public Accounting System, including process design, procedures, management information and the adaptation of accounting and financial models to organisational needs.

Education & Professional Specialisation

Fernando Francisco is a Certified Accountant (Contabilista Certificado) and holds a degree in Accounting and Administration from ISCAL – Lisbon Institute of Accounting and Administration.

His academic and professional specialisation includes:

• Postgraduate Diploma in Advanced Taxation adapted to the SNC, Faculty of Law of the University of Lisbon / IDEFF;
• Postgraduate Diploma in Organisational Fraud Management, Coimbra Business School / ISCAC;
• Continued professional development in audit, internal control, risk management, SNC-AP, anti-corruption, compliance and public financial management.

This combination of specialised academic training and hands-on experience across different organisational environments provides a broad perspective, connecting finance, accounting, processes, systems, controls, risk and governance.

Rather than looking at organisations solely from the outside, his experience provides an understanding of how organisations operate from within, where weaknesses emerge and how practical and sustainable solutions can be implemented.
